Stakeholders from Nigeria Engages Benin Customs on Port Congestion, Transit Delays and Trade Facilitation

Cotonou, Republic of Benin | 20 October 2026 A delegation from Nigeria today engaged the Director General of Customs of the Republic of Benin and his management team in Cotonou to discuss the persistent congestion and delays at the Port of Cotonou and their impact on the movement of goods destined for Nigeria.

The engagement formed part of ongoing efforts by cross border business stakeholders to promote constructive dialogue, strengthen bilateral trade relations, and advance practical solutions to challenges affecting businesses and cross-border commerce between Nigeria and Benin Republic.

Benin Customs Assures Stakeholders of Ongoing Interventions

During the meeting, the Director General of Customs assured the Nigerian delegation that the Beninese authorities were taking necessary measures to bring the situation under control and improve the efficiency of cargo handling and transit operations.

He disclosed that a new terminal, expected to open in November 2026, is being prepared closer to the Nigeria–Benin border. The facility is intended to serve as a transfer point for transit goods destined for Nigeria, where consignments will be moved for transloading to facilitate onward transportation.

The Director General further stated that Benin Customs officers were working round the clock, including weekends, to accelerate the processing and release of consignments and minimise delays affecting traders, transport operators, importers, and other stakeholders.

These interventions are expected to contribute to improved cargo movement and more efficient transit operations along the Cotonou–Nigeria trade corridor.

NB-CCI Welcomes the Initiative

The Nigeria–Benin Chamber of Commerce and Industry welcomes these measures and commends the Beninese Customs authorities for their engagement and commitment to addressing the challenges confronting businesses operating along the corridor.

NB-CCI recognises that efficient port operations, predictable cargo clearance procedures, and effective transit arrangements are essential to reducing the cost of doing business, strengthening supply chains, and promoting regional economic integration.

The Chamber looks forward to sustained engagement with the relevant authorities in both countries to ensure that the proposed terminal and other interventions translate into tangible improvements for the business community.

Advancing N-BIDEA for Deeper Economic Cooperation

The engagement also aligns with the broader objectives of the Nigeria–Benin Development and Economic Integration Agenda (N-BIDEA), an initiative aimed at strengthening bilateral economic cooperation, improving cross-border trade, promoting investment, and fostering sustainable development between Nigeria and Benin Republic.

Through N-BIDEA, NB-CCI seeks to encourage stronger institutional collaboration, coordinated border management, improved trade logistics, and the removal of avoidable barriers to legitimate commerce.

The Chamber believes that sustained cooperation among Customs authorities, port operators, government agencies, Chambers of Commerce, and private-sector stakeholders is critical to unlocking the full economic potential of the Nigeria–Benin corridor.

Commitment to Easier Cross-Border Trade

NB-CCI remains committed to serving as a constructive bridge between the business communities and public institutions of both countries. The Chamber will continue to facilitate dialogue, advance practical policy recommendations, and support initiatives that improve trade efficiency and create a more predictable and business-friendly environment.

The Chamber looks forward to further engagements with the Beninese authorities and their Nigerian counterparts to advance the shared objective of faster cargo clearance, reduced logistics costs, improved border efficiency, and stronger Nigeria–Benin economic relations.
